Terms of Service

1. Agreement to terms

These Terms of Service (“Terms”) constitute a legally binding agreement between you (“User,” “you,” or “your”) and Bacolod Information Technology Solutions (a sole proprietorship registered with the Department of Trade and Industry of the Philippines), operating the product “Pinoy Reviewer Hub” (the “Service”).

By accessing, registering for, or using the Service, you agree to be bound by these Terms and our Privacy Policy. If you do not agree, you must not use the Service.

2. About the service

Pinoy Reviewer Hub is an independent educational review platform offering AI-powered mock examinations, practice questions, rationales, explanations, and performance analytics for various Philippine licensure, civil service, uniformed personnel, and college entrance examinations, including: ECE, MPLE, CELE, CPALE, BLEPP, LEA, Mining, FOE, AFPSAT, PNP, HAM, LTO, PNPACAT, QUESCI, PSHS, TUPSTAT, PUPCET, UPCAT, CLE, LET, NLE, and CSC.

The Service is accessible via pinoyreviewerhub.com and our official mobile applications on Google Play Store (Android) and the Apple App Store (iOS, when available). The Service is operated by Joselito Bacolod, proprietor of Bacolod Information Technology Solutions, based in Metro Manila, Philippines.

3. Eligibility and age requirements

3.1 Minimum age. The Service is intended for users aged 13 years and older. By creating an account or using the Service, you represent that you are at least 13 years old.

3.2 Users under 18 (Minors). If you are between 13 and 17 years old, you may use the Service only with verifiable consent and supervision of your parent or legal guardian, who has:

  • Read and accepted these Terms on your behalf;
  • Consented to the processing of personal information described in our Privacy Policy;
  • Agreed to supervise your use of the Service, including any subscription purchases;
  • Assumed full responsibility for activity on your account.

We do not knowingly collect information from children under 13. Parents or guardians who believe a child under 13 has provided personal information should contact us immediately at pinoyreviewerhub@gmail.com for prompt deletion.

3.3 Subscriptions and minors. Minors may not purchase subscriptions without parental authorization. If a minor purchases a subscription without parental consent, the parent or guardian may request a refund through the relevant platform (Stripe for web, Google Play or App Store for mobile).

3.4 Geographic scope. The Service is primarily intended for users in the Republic of the Philippines. If you access from outside the Philippines, you do so at your own risk and remain responsible for compliance with local laws.

We reserve the right to suspend or terminate accounts found to violate these eligibility requirements.

4. Independence and disclaimer of affiliation

Pinoy Reviewer Hub is an independent educational platform. It is NOT affiliated with, endorsed, sponsored, or approved by:

  • Professional Regulation Commission (PRC)
  • Civil Service Commission (CSC)
  • National Police Commission (NAPOLCOM)
  • Armed Forces of the Philippines (AFP)
  • Bureau of Fire Protection (BFP)
  • Bureau of Jail Management and Penology (BJMP)
  • Land Transportation Office (LTO)
  • National Telecommunications Commission (NTC)
  • University of the Philippines (UP), Polytechnic University of the Philippines (PUP), Philippine Science High School (PSHS), Ateneo de Manila University, De La Salle University, University of Santo Tomas, or any other educational institution
  • Any other government agency or licensing body

All practice questions and mock examinations are created independently and intended for review and preparatory purposes only. The Service does not guarantee passing or any specific outcome on official examinations.

5. User accounts

5.1 Registration. To access most features, you must create an account by providing accurate, current, and complete information.

5.2 Account security. You are responsible for maintaining the confidentiality of your account credentials and for all activities that occur under your account. Notify us immediately of any unauthorized access at pinoyreviewerhub@gmail.com.

5.3 One account per person. Each user may maintain only one account. Account sharing, account selling, or creating multiple accounts to circumvent service limitations is strictly prohibited and may result in suspension or termination without refund.

5.4 Account termination by user. You may close your account at any time through your account settings or by emailing us. Closure does not entitle you to a refund of any prepaid subscription fees except as provided in our Refund Policy.

5.5 Account termination by us. We may suspend or terminate your account, with or without notice, if you violate these Terms, engage in fraudulent behavior, abuse the refund policy, or pose a security risk. Where reasonably possible, we will provide notice and an opportunity to cure.

6. Subscriptions, billing, and auto-renewal

6.1 Subscription tiers. The Service offers monthly, quarterly, and yearly subscription plans at the prices displayed on our Pricing page. Prices are inclusive of applicable taxes unless stated otherwise.

6.2 AUTOMATIC RENEWAL NOTICE — PLEASE READ CAREFULLY.

  • All subscriptions automatically renew at the end of each billing period unless cancelled before the renewal date.
  • Renewal charges will be made using the payment method on file at the then-current published price for your subscription tier.
  • By subscribing, you expressly authorize us (or Stripe, Google Play, or Apple, as applicable) to charge your payment method on a recurring basis until you cancel.
  • For mobile subscriptions, Google Play and Apple automatically send a renewal notification approximately 24 hours before the renewal charge, as part of their platform policies. For web subscriptions, Stripe sends a receipt after each successful charge. We recommend reviewing your subscription regularly through your account settings to manage your renewals.

6.3 How to cancel. You may cancel your subscription at any time:

  • Web (Stripe):Account settings → Manage subscription.
  • Android (Google Play):Google Play app → Subscriptions → Pinoy Reviewer Hub → Cancel.
  • iOS (App Store):Settings → Apple ID → Subscriptions → Pinoy Reviewer Hub → Cancel.

Cancellation takes effect at the end of your current billing period. You retain access to paid features until that date.

IMPORTANT: Deleting your account does NOT automatically cancel your subscription. Subscriptions are managed by the platform where you purchased them (Stripe, Google Play, or Apple App Store), not by your Pinoy Reviewer Hub account. To stop future charges, you must cancel the subscription through the appropriate platform separately from any account deletion.

6.4 Payment processing. Web payments are processed by Stripe, Inc. Mobile payments are processed by Google Play Billing (Android) or the Apple App Store (iOS). By subscribing, you also agree to the terms of the relevant payment processor.

6.5 Failed payments. If a renewal payment fails, we will attempt to retry the charge for up to 7 days. If payment cannot be completed, your subscription will be suspended and access to paid features will end.

6.6 Refunds. Our refund policy is described in our Refund Policy, which forms part of these Terms.

6.7 Pricing changes. We may change subscription prices from time to time. Any price increase will take effect at the next renewal after we provide you with at least 30 days’ advance notice through reasonable means (which may include email, in-app notification, our website, or our official community channels). You may cancel before the new price takes effect to avoid the new pricing.

7. Acceptable use

You agree NOT to:

  • Scrape, copy, reproduce, or redistribute questions, content, or any portion of the Service without our prior written permission.
  • Use the Service to cheat on, gain unfair advantage during, or otherwise interfere with the integrity of any official examination.
  • Reverse-engineer, decompile, disassemble, or attempt to derive the source code of the Service.
  • Compromise or attempt to compromise the security, integrity, or availability of the Service (e.g., introducing malware, DDoS, unauthorized access).
  • Share your account credentials with any other person or create multiple accounts for the same individual.
  • Use bots, automated tools, or scripts to access the Service without our written consent.
  • Misrepresent your identity, age, or affiliation with any person or entity.
  • Use the Service to harass, abuse, defame, or threaten others.
  • Use the Service for any purpose that is unlawful under Philippine law or the laws of any jurisdiction where you reside.
  • Bypass, disable, or circumvent any technical or access control measures of the Service.

Violation of these acceptable use rules may result in immediate account suspension or termination without refund, and may additionally subject you to civil or criminal liability.

8. Intellectual property

8.1 Our rights. The Service — including source code, design, graphics, logos, trademarks, AI-generated content prompts, study materials, layouts, and software — is the exclusive intellectual property of Joselito Bacolod (operating as Bacolod Information Technology Solutions, DBA Pinoy Reviewer Hub) or our licensors, protected by Philippine and international copyright, trademark, and intellectual property laws. All rights reserved.

8.2 Trademarks.“Pinoy Reviewer Hub” and our logo are trademarks of Joselito Bacolod. You may not use our trademarks, logos, or branding without prior written permission. To report infringement, contact pinoyreviewerhub@gmail.com.

8.3 Limited license to you. Subject to your compliance with these Terms, we grant you a limited, personal, non-exclusive, non-transferable, revocable license to access and use the Service for personal, non-commercial review purposes only. This license does NOT grant ownership, copying, modification, distribution rights, or trademark usage rights.

8.4 Feedback. Any feedback, suggestions, or ideas you submit to us may be used by us without restriction or compensation to you.

9. AI-generated content disclaimer

The Service uses Google Generative AI and related AI systems to produce mock examinations, practice questions, rationales, explanations, and analytics. While we review and curate AI-generated content for quality:

  • AI-generated content may contain errors, inaccuracies, outdated information, or incomplete explanations.
  • We do not warrant that AI-generated content is factually accurate, aligned with any specific examination, up to date, or free from bias.
  • You acknowledge that AI-generated content is for review and study purposes only. Always cross-reference critical information with authoritative sources (official textbooks, PRC materials, etc.) before relying on it for examinations or professional decisions.
  • To the maximum extent permitted by Philippine law, we disclaim liability for any loss, damage, missed examination, or adverse outcome arising from reliance on AI-generated content.

10. Disclaimers and warranties

THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED.

To the maximum extent permitted by Philippine law, we disclaim all warranties, including but not limited to:

  • Warranties of merchantability or fitness for a particular purpose
  • Warranties that the Service will be uninterrupted, error-free, or secure
  • Warranties regarding the accuracy, completeness, or reliability of any content
  • Warranties that the Service will help you pass any examination

You acknowledge that the Service is one of many study tools and should not be your sole source of preparation for any examination.

11. Limitation of liability

TO THE MAXIMUM EXTENT PERMITTED BY PHILIPPINE LAW, IN NO EVENT SHALL BACOLOD INFORMATION TECHNOLOGY SOLUTIONS, ITS PROPRIETOR, OR ITS AFFILIATES BE LIABLE FOR ANY:

  • Indirect, incidental, special, consequential, exemplary, or punitive damages
  • Loss of profits, revenue, data, use, goodwill, or other intangible losses
  • Damages resulting from examination outcomes (whether you pass or fail)
  • Damages resulting from unauthorized access to or alteration of your account or data
  • Damages resulting from third-party services (Stripe, Google Firebase, Apple, Google, etc.)

OUR TOTAL CUMULATIVE LIABILITY FOR ANY CLAIM ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE SHALL NOT EXCEED THE GREATER OF: (A) THE AMOUNT YOU PAID US IN THE 12 MONTHS PRECEDING THE CLAIM, OR (B) FIVE THOUSAND PESOS (₱5,000.00).

Some jurisdictions do not allow the limitation of certain damages, so some of the above limitations may not apply to you to the extent prohibited by mandatory law.

12. Indemnification

You agree to indemnify, defend, and hold harmless Bacolod Information Technology Solutions and its proprietor from and against any claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or related to:

  • Your use or misuse of the Service
  • Your violation of these Terms or applicable law
  • Your violation of any third-party rights
  • Any content you submit, post, or transmit through the Service

13. Force majeure

We shall not be liable for any failure or delay in performance caused by circumstances beyond our reasonable control, including but not limited to: acts of God, natural disasters, war, terrorism, civil unrest, government actions, pandemics, labor disputes, internet or telecommunications failures, third-party service outages (e.g., Firebase, Stripe, AWS), or cyberattacks.

14. Modifications to the service

We reserve the right to modify, suspend, or discontinue any aspect of the Service (including features, content, or pricing) at any time, with or without notice. We will not be liable to you or any third party for any modification, suspension, or discontinuation.

If we permanently discontinue a paid subscription tier that you currently subscribe to, we will provide reasonable advance notice and a prorated refund of any unused prepaid subscription period.

15. Governing law and jurisdiction

These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of laws principles.

You agree that any dispute, claim, or controversy arising out of or relating to these Terms or the Service shall be subject to the exclusive jurisdiction of the proper courts of Manila, Philippines, and you hereby consent to personal jurisdiction and venue therein.

16. Dispute resolution

16.1 Informal resolution. Before filing a formal claim, you agree to first attempt to resolve any dispute by contacting us at pinoyreviewerhub@gmail.com. We will work in good faith to resolve disputes within 30 days.

16.2 Mediation. If informal resolution fails, the parties agree to first attempt mediation through a mutually agreed mediator before resorting to litigation.

16.3 Litigation. If mediation fails or is impractical, any party may bring an action in the proper courts of Manila, Philippines, as provided in Section 15.

16.4 Consumer rights preserved. Nothing in this section limits your rights under the Philippine Consumer Act of 1992 (RA 7394) or other applicable consumer protection laws.

17. Assignment

You may not assign or transfer these Terms or your account to any other person without our prior written consent.

We may assign these Terms or our rights hereunder to any successor, affiliate, or in connection with a sale, merger, or reorganization of our business, with notice to you.

18. Severability

If any provision of these Terms is found to be unlawful, void, or unenforceable by a court of competent jurisdiction, that provision shall be deemed severable from these Terms and shall not affect the validity and enforceability of the remaining provisions.

19. Waiver

Our failure to enforce any right or provision of these Terms shall not be considered a waiver of that right or provision. Any waiver must be in writing and signed by us to be effective.

20. Entire agreement

These Terms, together with the Privacy Policy and Refund Policy, constitute the entire agreement between you and us regarding the Service and supersede all prior or contemporaneous agreements, communications, and proposals, whether oral or written.

21. Changes to these terms

We may revise these Terms from time to time. When we make material changes, we will:

  • Update the “Last updated” date at the top of this page
  • Provide notice through reasonable means, which may include email, in-app notifications, a prominent notice on our website, or announcements through our official Discord or Facebook community channels.
  • For material changes affecting your rights, we will endeavor to provide at least 30 days’ advance notice before the changes take effect.

Continued use of the Service after the effective date constitutes acceptance of the revised Terms. If you do not agree to the revised Terms, you must stop using the Service and may close your account.
